Final Exam
· Students need to choose and answer a single essay question.
· Format: Times New Roman, Font size 12, and Double spaced. The final essay should not exceed the five pages of the Word Document, including the reference section.
1. Public Value
a. Moore (2014) develops three philosophical claims central to the practice of public value accounting. Do you agree or disagree with Moore’s (2014) view? In this essay, you will provide some constructive critiques and feedback on his claims. You will also explain your reasonings and logic to identify and account for public value for effective and democratic governance and citizenship. Illustrate your point using a concrete example.
2. Three Forms of Governance
a. Three models of organizing market, hierarchy, network are primary means of organizing economic activities of human society, at least from the early 20th century. What is the most effective way to organize governmental affairs in what conditions? Do you think that a new form of governance will emerge in the future? What are the opportunities and challenges of public affairs these days in terms of organizing and organization? Illustrate your point using a concrete example.
3. Ethical dilemma for public administrator
a. Do some basic research about Edward Snowden and answer this question. Question: Did Edward Snowden make an ethically right decision? Why or why not? Where is the grey area? What are the important factors when we judge public officials ethical behavior? Why are those important? What is your takeaway from Snowdens case and other numerous whistle-blowing cases? What are the implications and posed challenges from these cases with regards to democratic governance?
